I did an upgrade to 2.3 after doing a full backup.  This is something I have done many times before.  After installing 2.3 and performing a restore, everything appears to be working except the web interface.  It asks for a login, where I fill in the previous admin ID and password, and all I ever get is an Internal Server Error.  Rebooted a few times, no change.

I have run into the same problem. 

Originally I attempted an upgrade from 2.2 or maybe it was 2.1 to 2.3.  Even though the upgrade seemed to work and all services worked fine after the upgrade, there was a problem when I tried to upgrade from 2.3 to 2.4.  Anyway, come to find out the upgrade may not have gone with out a problem.  So I decided to do a backup while in 2.3 and do a clean re-install of 2.3.  This seemed to go just fine.  Attempted to restore backup and now have the same issue as you describe.
The proxy server service does not seem to be working, but I am able to get to the internet if I disable proxy server settings.

Have you had any luck resolving your problem?
