Content Filtering Rules

Hi
I am using 2.5.2.
I have the content filtering set up and I wish to allow everyone unfiltered access but one or more users with restricted access. I created a content filter for the restricted users and created one rule to add domain users to unfiltered and one rule to add the members of domain users to the content filter. However because the member appears in both groups, they get unfiltered access. This is no matter where in the list (first or second position) I place it.
Is this correct? My only solution is to add individually all users to the unfiltered other than the ones I want filtered which I place in the another rule. This means any new staff have to be added to the unfiltered before they get access.
I would have thought that one rule applied and then any subsequent rules over write the first - is this not the case or am I missing something?
Thanks a lot
