In case anyone missed by other thread.  ALL Endian Community Edition users should be aware that the default Proxy Access Policy allows your firewall to be used and abused by ANYBODY external to your network!!

Change the Source from ANY to GREEN!, and do not create Access Policies with the source set to ANY!

This was killing my client's WAN, utilisation was ~100%, and no-doubt costing them a fortune in usage!

It would be interesting to know how inbound firewall rules are in your case.
Did you have any incoming rule?
Maybe if you have an incoming TCP port 80 incoming rule, you can't access proxy from outside.
