2.3 NAT firewall rule order

I have observed that most NAT rules added do not become active until I move them into rule 1,2 or 3 position.
I have tried 3 new installs and still the same result.
Does this make sense to anyone ?
Anyone else have a method of explaining/resolving this issue?
