Block All Sites & Allow Specific Ones

I have several different groups that need different levels of internet access. One of these groups only needs access to a local set of websites which I have setup by adding them as site that do not need authentication. I have another group that needs full internet access except for the places that will damage their computer. I have been able to accomplish both of those goals with different access lists. But, the issue I am having is I want a third group to have access to both local websites and specific public websites. I have tried several different ways to accomplish this but none of them seem to work.
