Proxy issues - many pages not available (caching issue?)

Good morning all. We're having an issue when navigating in many pages.
The most oportunities we try to access some page, it shows me "Page not available"; but after pressing many times F5, it begins to show, firstly only with text, and in the next F5s the content finishes to show.
Is it a caching issue?
I can see in the log, many TCP_MISS entries...
I'll appreciate somebody to help me diagnose this issue, and solve it as well.
Best regards,

Another thing. This mostly happens when in a PC, the Ip of the gateway is the Endian Server, and the IP of Primary DNS is my Windows 2000 Domain Server.
