Proxy Filter - Multiple Time interval

Hi,
I would like to make a proxy filter based on "Multiple Time interval". But in the Default Policy, Rule Timetable, I cannot do Time intervals.
I would like to allow users to access the internet at 12:00-1:30PM AND 18:00-20:00.
I manually edited the squid.conf file and do the time entry but whenever I restarted the Proxy in GUI mode, the changes don't do any effect.
How can I do this and make the changes permanently?
