VPN Tunnel / SCO to SCO

When using efw tunnels between SCO servers, I am unable to access scoadmin or even list out the files when in a telnet session. It works when using SSH or I telnet to the wan ip, or use other routers. I have tried all versions of efw from 2.0.0 to 2.1.2. Tunnels are set up using 3des, md5, MODP-1024 with both lifetimes set at 8. Anyone else see this or have a possible fix?
