Whitelisted site block by Endian FW 2.5.1

Hello any can help me.
I am using Endian 2.5.1 .I have put some web sites in to default content filter list in whitelist cage. when I test, 7 sites out of 10 pass the proxy. but 3 sites not pass. message "Banned site:Blanket block is active and that site is not in white or gray list". but I am pretty sure this site is in the whitelist.

Please help me to resole this issue.
