firewall rules not working

hi..
i am using 2.4 version. web proxy works fine with the port 8080.  i have configured endian as the defalt gateway for my users. but when i try to block access to internet by blocking port 80, it didnt work. and also when i try to block port 49876 for bittorrent it isnt working either. so i tried few others and finally i realized that the non of the rules are working. it simply allowing all the traffic to pass. please help
