How to block all internet content

I'm a new user looking for a good alternative to untangle and I need to block all internet content except some sites my users are allowed, I have configured a profile with all categories blocked and an access policy filtering based on that profile, http proxy is on and my users still can access internet without filter. I need to get this done, would someone please help me out?

you can use Custom black- and whitelists on Contentfilter.

to block everything put ** on Block sites.
