DHCP Server hot handing out ips to everyone

I am having issues with 90% of clients are not able to get an ip from the server. They receive a "cannot contact dhcp server" error. Wether or not they are plugged in directly to the network or through a wireless access point the same issue exists. Clients that have been able to get ip's can continue to do so after expiration of the lease without a problem. Have tried all the usual reboots, rebuild tcp/ip stack, clear arp, winsock, reinstall enet adapters to no avail. I am trying to find out why this issue exists as I would like to continue to use the EFW but I am considering just moving to PFSENSE. I would appreciate any input or assistance.

approximately 90 ip's are currently handed out and working

A DHCPACK is a responce from the server that its ok to use a address essentialy. There was most likely a DHCPREQUEST before this entry for the host pc. So the server is responding back. I would start looking up stream more for something blocking dhcp requests or a router or switch that relays dhcp requests. It may be your network cards as well, I have had many older 3com cards stop working with newer switches I've put in. if you have access to a sniffer, i would hook it up and watch the clients mac address and see if it is sending and receiving the DHCP offers correctly. If you see it sending and you see the dhcpack back to the pc, I would say its the nic.
