VPN between 2 Endian Firewall

Dear All

I have setup 2 set endian firewall for 2 location, one of them has setup openvpn for openvpn client to connect back to location. Now I want to set a VPN tunnel between 2 set endian firewall, I have used IPSEC to connect, but it show the connection is closed.

What is the problem?
if openvpn server is enabled, the IPSEC cannot be enabled??

Please help me for this issue.
