Maybe depend on firewall hardware + users behaviour (=numbers of connections per user).
I have had about 250 users going out thru an Endian Firewall. A thousand hosts is bit stiff though... time for professional help.

I'm the network administrator for a Romanian university and decided to choose endian for our CAMPUS. After I finish the deployment over the whole campus I think we are going to have easily 10.000+ users spread over the servers. We have 20.000 students for now. For now we are using the servers only for dhcp + some filtering but I'm planning to do a nice setup to keep under control the masses :) Best regards.
