Is there anyway to force all my users to utilize the proxy other than blocking port 80 & 443 in the firewall config?  I cannot user transparent mode because I need to utilize active directory authentication based on users.

As you are using Active Directory, you can create a GPO expliciting your Proxy Configuration in Internet Explorer.
