Proxy / QOS

Hi
Bit frustrated here, please can somebody advise.
Running Proxy in transparent mode, content filtering, black/white listing, trafic monitoring all working like it should.
BUT QOS is not. Defined link speed (UPLINK MAIN), changed the default rules percentages, applied it to a specific IP and/or protocol and yet there seems to be no limit applied to said IP. Even tried using the GREEN zone and then later the Interface to GREEN zone, all with same results.
Question: Does QOS work ? And does it work when you enable the proxy ? Should Proxy be in any specific mode for it to work ?
Are all services on Endian 2.4-ReSpin compatible / complementary to each other or must some be disabled while other are enabled?
ANY assistance would be appreciated, my main goal is to get QOS to work, with or without any other services.
Thanks in advance.
