Content filter blocking access to remote camera despite exceptions.

We have a remote IP camera / PVR that we're unable to access through our Endian UTM Mercury, presumably due to the content filter settings.
"ERROR
The requested URL could not be retrieved
--------------------------------------------------------------------------------
While trying to retrieve the URL: http;/123.123.123.123:85/
The following error was encountered:
Access Denied.
Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect."
We've added the remote IP address exceptions to:
- Do not cache this destinations (Proxy | Configuration)
- Unfiltered access (Proxy | Access Policy)
- Allow the following sites (Proxy | Contentfilter | Custom black- and whitelists)
- I added both the IP and the IP:85 to this list
If we click off the proxy we can access the camera fine.
Does anyone have any advice? Terribly frustrated.

Which version of EFW ?
Do you have the proxy in 'transparent' or 'non-transparent' mode ?
If the proxy is in 'transparent' mode, only port 80 / http traffic goes through the proxy, so I have to assume you are running in 'non-transparent'.
In either case, you need to enable a port forwarding rule for the internet access on port 85 in to the dvr and also an outgoing firewall (assuming you have the outgoing firewall enabled) rule to allow traffic to the internet on port 85 from the dvr.
