Even with http proxy service running there is no popup, regardless the proxy does not work and I had to allow 80 + 443 in order to get internet access. FYI I am using ldap authentication. Frequently the http proxy service is reported as not running and it often does not start on boot. I had the same issues with 3.09 as well.
