Can someone please confirm the QoS config for prioritising IPSec VPN traffic?

I assume this is the method?

1. Define a device: the GREEN interface, enter the bandwidth, in this case (ADSL2+) 20000/800kbit/sec
2. The default classes that are created are probably ok?
3. Add a rule where ther only options specified are;
    Source: Zone/Interface: VPN IPSEC
    Class: GREEN - High Priority
   
Is this correct?

Do I need to define all other type of traffic with lower priorities?

Just want to make sure that someone web-browsing is having the least possible impact on the performance of the net-to-net VPN.
