Apply firewall rules

Hello,
I think the apply option when you change a rule of firewall, don't work well. Becaus yesterday, I were changing some rules and I tested them, but i hadn't good results, then I turned off the firewall. Today, when I turned on the Endian, I test the problems wich I have the last day, and it were all resolved, I haven't problems, and i haven't do any changes in the firewall.
It can possible that the apply buttom of the rules of firewall, don't work well?
