I managed to solve every problem that I had, but this one is bothering me almost a year. U

After the restart (via GUI or power failure) HTTP proxy usually doesn't want to start (when I mean usually, it started to work only few times normally). Then I need to turn HTTP proxy off via GUI, reboot via GUI, and after loading to turn HTTP proxy again on using GUI. This helps every time. In proxy configuration webfilter is off, clamav is on, access policies are not defined (only the default one with clamav). I have tried few installations of 3.0 and always same thing.  I can not find anything suspicious in the logs.

I think that I am not alone with this problem, so any help will be appreciated.

i had similar issues where i made changes and the proxy failed to start, it turned out squid didn't like having domain.com and subdomain.domain.com in the blacklist. Regardless it was the shell that told me where i went wrong. maybe this will help you ?
