Firewall problem

I have 2 vendors who I have to access portals so for instance I go to random.gov click login and I am redirected to random.gov:8000.  I am allowing allowing this port out in and through the firewall but I am not getting a connection
 "...error was encountered while trying to retrieve the URL.  Access is denied"
So I am for from "Any" to incoming service/port "8000" forward ip "my ip" port "blank" or port "8000"
It does work...Anyone have any idea??
