Hi
now i am facing different scenario,
1. when i visit microsoft.com in firefox i am gettign weighted phrase limit exceeded
i did have set the "Max. score for phrases (50-300) to 160"
2. any of the https links through IE fails, same works in firefox.
i dont have any outbound firewall blocks.
can someone light up pls?

as a temporary measure increased the phrase from 160 to 300, but i am worriying at 300 also if it blocks, what needs tobe done?
and IE9 https is still not working. dont know where to gather the info?

To whitelist microsoft, create a http proxy rule with unfiltered access to domain .microsoft.com
This will bypass the content filter. I think .microsoft.com can have unfiltered access.
About the HTTPs problem, maybe it's because some misconfig on IE. On IE->Options->Connections->LAN Config try the different options to see if any works.
Do you have transparent proxy or non-transparent?
On transparent HTTPS traffic uses just the firewall rules, on non-transparent uses only the HTTP Proxy rules.
By default IPS doesn't block anything, just warn you about possible threads or user abuse.
You can change it to block traffic instead of just warning.
