Only top rule is working in endian ACL

Hello,
I am using "endian community 2.5" since 3 months & after dedicating too much mental efforts, I have stopped working on the bull shit "content filtering+squid proxy+dansguardian" module.
Basically, my current setup is as given below.
1) Block all porn/nude websites. I have implemented "shallalist" & worked well. All the mentioned users can not surf BAD WEB SITES.
2) Block "facebook & other community sites". This is the 2nd rule. Now, no one can access both sites, except "company manager". But, all users can access both sites & strange thing is, "company manager" can open "porn/nude" sites too. How it is possible?
3) Accessing "timesofindia.indiatimes.com" websites shows "Weighted Phrase Exceeded" message!!! But, why endian is blocking this site...
Added to this, I haven;t found proper documentation of "Access Control List Rule Management". According to me, only top most rule worked well. Rest of all rules are none of use. Hope, endian community can resolve all issue OR I need to get back to my Native Linux OS with Squid with Dansguardian & iptables.
Hats Off.

Hello to all,
It seems that "endian community" is not serious about the free product as I haven't received any positive approach from "endian native experts" or "endian experienced people" around the world. I tried endian from each & every aspect to configure. Also, proper documentation is not available on the net.
So, it has decided to stop working on this firewall & spread the same news to others. It is better to find new possibilities in open source GUI Firewall. I was ready to pay service & support charges to endian, but they support only purchased product, which is not going to happen for a SOHO office.
World is moving onto open source TCO solution & endian community have no ability to fulfill the requirement.
Hell to endian community. It's request you to make a stable documentation & justify your product OR stop wasting time of system administrators like me...

Hi,
try this maybe it will work.
first create a content filter with what all you want to block. Save it . Go to access policy, create new policy with source <any> and destination <any> access policy <allow Access> and filter profile< the content filter you have saved> and update policy.
for your manager create a new access policy with source < ip your manager> destination <any> and filter policy< create new one for him>
hope it works...
