Web Filter User Groups

hello,

Our company doesn't have an AD established (don't ask why not, not my call) and to get one established is highly unlikely.  So as of right now we have a Fortigate 110c that is setup for the web filtering; Filter Groups based on Grouped internal Ipaddresses assigned to Interfaces in/out.
We are about up with our contract with Fortigate and cannot wait to get rid of their service. My question is, is their a way to do something similar for the web filtering in Endian? All we have to use for users to be defined is assigned ipaddresses.   
Example:

User group:
Managers
 - IP:10.000.000.156
 -IP:10.000.000.128

Filer Groups:
Managers Access
  -Deny Porn
  -Deny Disney Land
  -Allow Gambling

Policy:
 In Source: Switch
 Out Source: Wan2
 Source Addresses: Managers
 Web Filter Group : Manager Access

You can do this by creating User and managing them in Group Authentication.
