To evenly distribute your BW on N users, create you WAN device with the correct BW (95% of your real max speed), then create N classes with the same percentage (you can set the minimum as 40%/N=X%, and limit to 90%). After that, create a rule for each IP (or MAC address), each one with a different service class. With this setup, each computer will have a minimum speed no matter what the other computers do. You can also prioritize traffic by type, etc...
