can't access servers behind the orange endian.

I run a web server that sits behind Endian firewall.  I am able to access this server using it's private IP and from anywhere outside.
I am not, however, able to get to it from withing the network when I use the public URL/IP. 
I have a rule currently that allows the GREEN interface access to everything on the RED but this doesn't seem to get it. 
I am running 2.3
