Failover over (routing) not working

Main link on Red is a pppoe connection
Secondary uplink is on eth1 and is static ethernet, to a adsl modem.
When the main link drops there is no change in the routing, so effectivly no failover.
Oh when the main link drops it deletes the default route but doesn't add one for the secondary uplink.
But if the main link is dhcp (or static) and the uplink (second link) pppoe it all works fine.
Tried as many pemermutaions that I can, and the result is failover does not work (route wise) if the main link is PPPOE.
