Hi at all...
I've a problem with QoS, when i try to limit bandwidht for navigation's users.
I've created a device, classes and rules, bau the rules is not apllied....I've set the device about 3000 Kbit/s and the classes for use 30%. When i create rules, i adding the Ip of my users in the rules, but their still navigate at 3000 Kbit/s.
I've read that the new kernel resolve this problem, but i would like to know if there is one solutions for this problem in the 2.4.1 version.

Assuming the interface you are limiting is eth1, what is the output of:
tc class show dev eth1
