Did anyone understand why notifications of events go to the mail with a message without a theme and a body of a letter?

In the etc/notifications folder there is a templates folder with notification templates and there is a configuration file settings.conf.tmpl, but there is a feeling that this is not all used by the notification system. The same folder contains a settings.conf file with minimal notification settings. How do I force the notification system to use templates from the templates folder?

try to restart the notifications daemon to see if the conf file is generated correctly:

jobcontrol restart notifications --force

It seems to be possible to run (jobcontrol restart notifications --force) but the result is the same, letters go without a topic and content. It seems that internal scripts do not work to form a notification letter.

in the file /etc/notifications/settings.conf a string is present
mail_enabled=20300014 20100024 20110066 20700018 20800048 20100054 20100016 20400014 20100036 20200024 20110030 20110054 20200018 20800078 20100044 20800014
I understand that the script for these numbers should form the subject and body of the letter (notification)

As not strange messages, when sending backups by mail, the text in the body of the letter appeared from version 3.3.2, and in notifications about events
