   option does not appear to filter content on proxy appears

" WARNING: The content filter is disabled. Use 'Content filter' the filter type in the rule in order to enable it"   

 where empowers the 'Content filter'?

you need to setup stadart rullz

https://YOUR_IP:10443/cgi-bin/proxydefault.cgi

Edit Rulz, and add VirusScan and Contenfilter.
